Hazmat Item question.

I understand why some items are considered 'hazmat' and have to be shipped by ground. But I am wondering if anyone can tell me why the "Urban Decay Stay Naked Weightless Foundation" is considered hazmat.. I am not worried about the shipping, I am wondering if it has to do with ingredients? Considering it's going on my face, I would just like to be sure.
