Halloween Glam Makeovers?

I know Sephora does custom 60-minute full face makeovers with a $50 purchase, but does this include “special” looks like Halloween (or drag or festival, for that matter)? I’m not thinking silicone or prosthetics or anything, but something really bright and glittery, maybe with rhinestones. Something like sugar skulls, or galaxy/fairy/unicorn makeup. If not, how and where can I get this kind of makeup done for a reasonable price?
