HOW TO STOP RUNNING AND SMUDGING EYELINER!!

hi sephora so basically i need some help. i bought both the colour pop and L'Oreal black gel eye liners. both of them smudge and they are water proof. i have watery eyes which causes the smudging. how can i solve my problem?? i love using the eyeliner but it just smudges too much so i basically wasted my money. i tried using black eye shadow on top. it still smudged. i tried using the airspun setting powder. still smudged!! i am lost at what to do at this point. please help! :<
