Gift return?

I received a gift during Christmas and wasn’t given a gift receipt. Tried to return for store credit and was denied because they said either I had to have the person with me or the order number So they can find the item in their system.  I get the order email from the person and I tried to go refund for store credit and told me they don’t do that because of people stealing points or something. It’s extremely frustrating and awkward just trying to get store credit. Is this a new policy or just this particular store I went to??
