Gift card not working

My family purchased a $100 gift card at our local CVS yesterday, it only has 14 digits so it doesn't seem to be working.  CVS said there was nothing they could do since it was showing activated on the receipt.  Sephora said they could not help, since the gift card was not purchased at a Sephora.  Is there anything we can do, this seems fraulent.
