Gift card fraud

I purchased a $200 gift certificate for my daughter-in-law. ZERO balance when she tried to use it. Sephora says not their fault. CVS, where I bought it, says not their fault. I sent my daughter-in-law ANOTHER $200 cash to make it right. So, I'm now out $400. I have my activation number AND the bogus card number. What recourse do I have?

As I said in my initial posting, CVS said Sephora is the one to contact. Both CVS, and Sephora, are passing the buck. I’m quite upset about the $400 I’m out.
