Gift card complaint

I would like to complain about Sephora's policy of not accepting returns of gift cards.   My son was a victim of a fraud scheme that convinced him to buy $1,500 in Sephora gift cards after getting an email from his CEO.  It was a fake email.   Luckily, he stopped before providing these cards but we were told there is no way to return these gift cards to get our money back.   I have escalated this to a supervisor at 1-877-SEPHORA (1-877-737-4672) without luck.   I think Sephora should change these policy in certain situations and would like to speak with someone about it
