Gift Card bought at Sephora scam

Purchased a Gift Card for my daughter at Sephora for $25.00  and just scratched the back and tried to use it and balance is 0. Called customer service and they told me not to buy and gift cards anymore and it's a scam?? So why has Sephora not removed the cards from the store ? Really mad as my daughter was looking forward to purchasing a few items. Sephora knows and is not doing anything. Disgusting
