Gift Card Issue!!

Yeaterday I went to use my gift card at a sephora within JcPenny and it was reflecting a zero balance. There was suppose to be 76 and change on it. After several attempts to try and use the card Brooke the associate helping me asked if I had any other forms of payment. There was a line behind me and I had to use money I set aside for my bills that I do not have because my gift card was not working. I was humiliated, as I was recently laid off and was getting makeup for prom season to make some extra cash. Brooke had advised me to call card services in the morning to figure out the issue. I called the number on the back of the card a few minutes ago to figure out what was going on and they tell me the 76 and change IS ON THE CARD AND I CAN USE ONLINE OR WITHIN A JCPENNY SEPHORA. Rafeal (card services rep for JcPenny Sephora) stated he was the supervisor and refered me back to the store to clear the issue because he said there is nothing he can do as they show the money is there. This is so frustrating, the same gift card I have that reflected a 0 balance is the gift card I received at a sephora Jcpenney. I made THE MISTAKE of using a regular sephora gift card at a JcPenny sephora and when I realized I purchased the wrong product I went back to get the correct product and was told they did not carry it and they referred me to a regular Sephora store and advised they could not place the refund back on my card but can place it on another gift card. ASSOCIATE DID NOT DISCLOSE I COULD NOT USE IT AT THE REGULAR SEPHORA STORE. So when I tried to buy my product at the regular store I was unable to and had to pay cash because I was told my gift card could only be used at a JcPenny sephora. So now that I found products to purchase at a JcPenny sephora for prom season I was told my gift the one that had 76 and change did not reflect a balance and but when I call today a balance is there?! Not only am I humiliated, but I'm frustrated with the misinformation provided and I'm out $58 and change for what I had to pay out of pocket. This problem is still not resolved, my gift card doesn't work and customer service says there is money on it and I'm out $58!
