Free Makeover for Rouge?

I just tried to book a reservation for a makeover, and it doesn't tell me it's complimentary for rouge... In fact, it doesn't let me book a 45 minute makeover at all, I'm only able to book a 60 minute makeover. Is this infact still complimentary?

This isn't very helpful. Does this mean the free makeover for rouge is no longer available? I feel it shouldn't be taken away half way through the year... That's a little misleading when reaching rouge status...
