Fleetoptics

This is my first experience with them. What on earth does "no safe drop location" even mean? And there's giant red letters saying EXCEPTION. I'm so confused. Does this mean they did not deliver the package? I live in a condo and the concierge receives packages. I don't understand what on earth is going on.
