Flash Delays

I am writing to inquire what is going on with my Flash shipping. For the second time in the past month my order was not delivered in the promised time frame. The latest, my order ending in -555, was placed on the 5th, shipped on the 6th, but not delivered until the 13th. This is 6 business days, 3x what the shipping time should have been. Is this the Flash shipping I should expect for being Rouge. If so please advise how I can go back to paying for the service & actually getting my items in 2 days. Thank you.
