Dried KVD Eyeliner

Hi I had recently purchased a KVD tattoo liner, and it has always worked fine previously, however, after about a month (of minimal use), it has fully dried out. I'm wondering why this is, or if there's any way to fix it? I already tried placing it repeatedly in warm water but that didn't work unfortunately.
