Does Anyone experience "Not" Guaranteed 2 Business Day Shipping?

I bought two deals one is for myself, one is for my cousin, I paid $10.95 for Guaranteed 2 Business Day hers was just free Standard shipping, but hers arrived earlier than mine, I checked the shipping activity history, this is NOT Guaranteed 2 Business Day. I checked the tracking number from the carrier official website, Sephora didn't choose the priority mailing from the carrier for my package! Reasonable doubt Sephora didn't use my $10.95 to pay the carrier, HOW TO GUARATEED 2 BUSINESS DAY SHIPPING? that is a scam! scam our money but always make an excuse due to COVID! 
Does anyone file a complain and appeal the Guaranteed 2 Business Day cost back?
