Delivery issue

Sephora shipped my order to an old address on file (even though I’m 100% sure I had it set for my shipping address to match my billing address) and despite trying to intercept the package several times through USPS it was still delivered to the old address. The place it was shipped is noticeably vacant and in the process of being torn down, so not sure why USPS would have left it there anyway, but I did go by after work to see if it was there somewhere and it wasn’t. Am I out of luck and out the items I purchased? Will Sephora resend my items or is this something I have to take up with USPS?
