Delivery Tax miscalculation

So I have just placed and order and my purchase was $55 with tax of 13% so it totaled $62.10. I've seen customer support respond to other similar inquiries that taxes are charged correspondingly to ones local tax. My tax in Phoenix, Az is 8.6%, so how am I being charged so much tax?

There is now a class action lawsuit against Sephora for these nefarious and deceptive practices.
