Delivery Status Exemption

Hi, I made sure to contact fleet optics as soon as I received my tracking information to let them know to give me a call during the delivery to ensure I receive my package. They said I would receive it before 9pm yesterday. I got a message stating the delivery status updated and now it says 'exemption'. I'm not sure what went wrong, i did not even receive any call from the main door to let anyone in the building. I was told I cannot be issued any refunds or re-sent the order, however, I just needed information on the order status and what is going to happen now. The order is $400+ and honestly, this is the second order I had to place to replace the previous order that got stolen due to the negligence of the delivery person. What am i supposed to do now?
