Delivered package was never delivered

I am furious right now. I have been consistently ordering from Sephora, but this is the first time this has happened. I guess it is prone to happen when you outsource your delivery service for some local companies.. I can't begin to express how annoyed I am. Tracking claims that my parcel was delivered today at 12:14. Guess what, I was home the whole time. No packages were delivered. What am I suppose to do now? I want my money back and I definitely avoid ordering from Sephora for a long time. I feel scammed.
