Customer service calls

When I call customer service often the person doesn't speak English well and I cannot communicate with them . Does sephora use customer service reps outside the USA .? I had to call back twice once to get someone who spoke English well

I've had several that I couldn't understand. When I asked one where they were at, he advised Canada, but he had more of a European or South American thick accent.
