Create BI account failed

I've been trying to create a BI account for months but each time I try it says account failed. I have the app installed on my phone and it won't work, I've tried creating it from the internet browser and it doesn't work either. I don't know what to do, but I don't want to place my order and not receive points for it. Can someone help me?
