Confused!

Can someone clarify if there is a Rouge 20% opportunity in August? I saw August 19th listed online, but with the Friends and Family discount allusively out there, it makes me think not? I live 100 miles from Sephora, so asking for an in-person code isn't feasible. I have a cart $700 full, but won't buy without the discount. I've searched in all the blogs, and instagram, and reddit, and all the places and suggestions and still not sure. If I have the Credit Card and Rouge, shouldn't I qualify?
