Code 20% doesnt work for rouge member

Is rouge still getting 20% for sale? If not, I am so dissapointed. I prefer to shop at Sephora even though ulta rewards are getting better but now I need to think again since I have to spend at least $1000 per year to reach rouge. I think rouge members should get 20% during all sale because they spend money a lot.
