Card scam?

I just added my card to the paypal on the sephora website since it didnt let me use my scotiabank. It charged me twice for the price of my order but it didnt go through on the sephora website. My bank was definitely charged twice but even the paypal said there has been no transactions. Even on the orders section of sephora it says ther have been no orders ever. First time using sephora and extremely upset.
