Cant return an item..?

I recently bought 2 pairs of lashes online. When they came in, I took one lash off the case of the one set of lashes to measure it and I hated it. It was way to big and not what I wanted. I put it back in the case and looked up if it can be returned. No where on any website did i see that you cannot return eyelashes, epically considering there was no glue on them and they were in mint condition. 

When I went into the store, the cast member refused to return the lashes I removed from the case and only offered me a store credit for the other set of lashes which hadn't even been opened. 

Since when can you not return products? I've never had such an issue.
