Can Rouge shop VIB?

Is there a code for rouge members this weekend or not? I'm pretty upset that It seems I cannot shop the VIB sale with Rouge status. Items that I want which were not in stock last weekend are now and I cannot use the VIB 20% discount with rouge tier. I spend thousands at sephora everyyear and this really has me scratching my head wondering why, what's the point?
