Anyone else feel missing samples/gifts is false advertising ?’

Every time I place an order my samples NEVER come . This time I specifically placed my order during Lunar gift bag offer and surprise .. didn’t come . At this point I feel it’s purposeful false advertising . Sephora is telling us we will receive something  if we spend a certain amount of $ . But they are not delivering . 
If samples /gift bags are out of stock then allow your customers to be notified of this before their order is shipped . 
If samples and gifts or out of stock then allow back orders to be sent when they are in . Or at very least, compensate with points or additional samples allowed for next order . It’s not difficult . 
May this point I feel Sephora is actively misleading me into paying more with false incentive . 
if everyone spoke up they might get their act together though .
