2-day Free shipping for VIB/Rouge

For the third time, my most recent order far exceeds the 2-day delivery promise for Rouge. Why does this keep happening? It's bad enough it takes days before it ships, but then I'm told I have to wait 5 business days for the shipment. What's the problem?

Sorry, I'm a dummy and I mixed those 2 levels up! Either way, there are still shipping restrictions for the 2-day shipping but there should be no additional shipping cost.

Free flash shipping is for VIB only. Rouge members have to pay $10/year. And certain items like aerosols, liquid lips, etc. are not eligible for 2-day shipping. Due to the shipping guidelines, those items must ship ground.

@Lizzy0108 Rouge is a tier above VIB. We get 2 day shipping.
