If I use powdered foundation, then do I have to use loose powdered? Also my primer and concealer is liquid

I tried researching whether or not I need loose powdered. I didn't find the answer too. I have really bad oily skin too, I'd shower and about an hour later it'll be very oily again.

if your foundation is already a powder there's no need to apply more powder on top of it. but to keep your products from separating or looking messy, you should apply your liquid products first then your powder foundation last. if you'd like, you may use a setting spray - which i would reccomend since you said that you have extremely oily skin which means you'll probably be reapplying your foundation throughout the day. also, quick note, your oily skin could be due to a lack of moisture. i'd reccomend maybe switching to a different moisturizer (maybe something gel based) and a dry, light oil like rosehip seed oil to control the production of sebum in your skin. 🙂 maybe some blotting paper as well to keep everything under control throughout the day.

Ideal steps would be a primer then liquid concealer then set the concealer with setting powder then go everywhere else with the powder foundation and set it with a setting spray before continuing with any other powders and after the setting spray dries then the rest of the face and last with one last setting spray round. You want to set liquid/cream with powder and powder with liquid

I'm not sure I'm understanding your question correctly. Are you wanting to layer powder and liquid items? If so, then you absolutely can, just give each layer a few minutes to set before applying the next.

I'm wondering if I have to use loose powder with the others? Is it mandatory to use loose powdered with the others?

Nothing is mandatory. Using a powder may help you set the makeup in place to last longer, but you could also try using primers or different brands of foundation if you are not interested in using a powder.
