Base makeup for pale face/neck/arms/legs, tan chest

Hey everyone! Please Help!
So I am generally fairly pale (my face and neck foundation shade is usually MUFE Ultra HD foundation Y225, or Estee Lauder Double Wear 1N1 or Revlon Colorstay in 150 Buff). My arms are just as fair (although they have more surface redness), but my legs are basically translucent. Now my BIG problem is that my chest is the only part of me that tans... and right now it is easily 3 shades darker than the rest of me and with redness. So even if I use a bronzer on my face it still looks off because of the redness. On camera it doesn't look as drastic, but I still think it's noticeable. 

So WHAT CAN I DO TO MAKE MY FACE WORK WITH THE REST OF ME?!

I would use a deeper foundation shade.  It looks too light for you right now
