What does a routine skin care consist of?

Ex: what is good to have? (Toner, facewash, exfoliator, moisturizer, etc)

What brands and in what order do I use all of this?

whenever I apply makeup my forehead is clumpy and I’ve realized if the foundation of the canvas isn’t set then the end painting will look bad. I have combination skin T zone is oily and rest of the face is semi dry. After a long day without a moisturizer my face gets oily.
