Primer or powder?

Hi there! I’ve really been trying to get a solid skincare routine going but no matter what I do I find my skin is oily and don’t really enjoy the look of it. I’ve been using a niacinimade serum before my moisturizer in the mornings prior to doing my makeup. I don’t wear any foundation or concealer and only really apply blush to my skin. Recently I’ve been using a cheap pressed powder to help minimize the appearance of oils or greasy looking skin. I’m wondering if anyone does this as well and has a good recommendation for a translucent or fair powder or if I should be using more of a matte finish primer instead. I’m interested in the grown alchemist primer but don’t want to spend $50 without knowing if it’ll help with my concern. If anyone has recommendations, advice or a holy grail skincare product to reduce the appearance of oil for combination skin I’d really really appreciate it!!!
