Shipping restriction

Hello, 

I am trying to place an order and I see that most of the samples or rewards that are perfumes or tiny items have shipping restrictions. 
Now I understand it means that hazmat orders will be shipped through ground but I haven’t received any of those items with this restriction in the past. 

Do they deliver at all or does it mean I cannot have them?

Back to pre-covid where perfumes classed restricted hazardous were not shipped to Hawaii. Thank goodness I stocked up last year. Guess both the airlines and Sephora have more than enough business.
