@rachskimson , would really suggest seeing a dermatologist, just because cystic acne can have so many different causes related to hormones.  This is often why topicals don't really work.  Some people do have luck with specific ingredients such as sulfur, zinc or EPO (evening primrose oil), but again, a dermatologist could at least start you off on combo therapy, which usually includes a topical.  Good luck.
