Animal testing

So I have a question. Selling cosmetics from brands that animal test was made illegal January 1st 2020 in California. It’s now April 2021 and Sephora is still selling Nars, estee lauder, Clinique, and way more brands which all test on animals. If this is illegal why are they still doing it??

The CA law exempts testing conducted by a foreign regulatory authority, so if "sold in China" is the only reason a company is deemed to be not cruelty-free, then their products are still eligible for sale in CA.
