Clinique pep start

I received the Clinique pep start eye cream in my box. So I know it just says you can apply it am and pm but is that under makeup, over makeup, without makeup, and/or your nighttime rountine? When and what do you guys use it for?

I put it on in the morning after I moisturize my whole face, but before I prime or put in makeup. It helps give me some extra moisture (that’s totally needed with winter time) in my under eye area.
