What is the best cleanser to gently remove makeup?

@peculiarzmakeup I use the Farmacy Green Clean Makeup Removing Cleansing Balm and whatever cleanser is in my rotation lol tarte knockout daily exfoliating cleanser 4.19 oz/ 124 mL 

LANEIGE Water Bank Cleansing Foam 5.29 oz / 150 g First Aid Beauty Pure Skin Face Cleanser 5 oz/ 150 mL are the ones I have open now

Farmacy Green Clean Makeup Removing Cleansing Balm 3.4 oz/ 100 mLis pretty popular.  Balms are great at getting everything off, but I sometimes breakout and they kinda make my eye a little cloudy.

I also like micellar water, SEPHORA COLLECTION Triple Action Cleansing Water - Cleanse + Purify is great. Bioderma is the OG.
