It looks like that palette is currently only available from Tarte Cosmetics direct. It looks like it may have been available at Ulta at one point but it is no longer available there either. While I am not familiar with this particular palette, Tarte does occasionally offer select items only through specific companies so it is possible that this item was exclusive to Tarte direct and Ulta.
