Finding correct shade for pale skin

1. No matter what I do, or what I try... regardless of quality, I cannot find the my accurate shade foundation. I have pasty white, pale skin. Not the kind you'd imagine someone with red hair & freckles type pale. But blah, complicated pale in a troublesome little league of its own. Without fail, within hours of application, or sometimes even immediately, it appears too dark, orange, or just an entirely different color than my neck. I've read a lot about oxidation, & while I'm not exactly clear on how to manage this, I'm not sure that's the entire issue. I feel like I've literally tried EVERYTHING! & with every single brand I've tested, I haven't found 1 decent match. Any advice, suggestions, or knowledge would be greatly appreciated!
