The best lip balm for me is Hanalei lip treatment.  I got a sample in my IPSY bag and now I've purchased 5 boxes for myself and friends.

I personally love the Jack Black Intense Therapy Lip Balm in the Shea Butter and Vitamin E scent. It's so hydrating, but not sticky or thick either. It has been such a lifesaver in the cold weather, but it's also great in the summer since it has SPF too.

Bite Beauty has a great agave lip balm that works so well. If want a pop of color, they have lipsticks that are moisturizing and pigmented. I really like the shade chai.

Do you drink enough water? 

I've been using Lush's Popcorn lip scrub.  I just love the flavor of it, but honestly, you could make your own scrub or use a toothbrush to exfoliate the dead skin.

I love the Korres Lip butters and Sunbum's Coconut 30 SPF lip balm (mostly in summer).

If you always feel like you have dry skin, you may want to try an overnight intensive lip treatment.  I recall First Aid Beauty having one.  Actually just looked it up - It's called Ultra Repair Intensive Lip Balm ($20.00).

I second the water drinking. It’s the number one reason for dry skin

My dermatologist recommended Vaniply Ointment. A 2.5 ounce tube was purchased at CVS for $7.00. I noticed that this works better than most lip balms.
