Vanilla Quartz and Moonstone would both be beautiful on very fair skin. Vanilla quartz is a very pale white gold. Moonstone, on the other hand, is a pale gold with a more pronounced yellow undertone. Both are very pretty, so it really depends on your preference. How gold/yellow do you want your highlighter to be?

Opal could also work. However, it may be too dark if you're extremely fair.

 

Another option is Champagne Pop. I have fair skin (not super pale, though) and it's my absolute favorite highlighter. It's much more peachy than the other highlighters above and it may leave a little color behind. That is something to consider.

Out of the mini options, I'd suggest Moonstone or the new one, Vanilla Quartz for pale skin. If you're looking at full sized products, Pearl is another great choice. Opal can work too, but it is. A bit darker than the others. Opal is often given out in promotional bags or samples, so it's easier to find a mini one that way 🙂
