Makeup recommendations

Hi! 

I'm in need of new makeup. Desperately. I enjoy natural makeup, but I'm really uncertain on products. 

I have very dry skin, no acne except occasional hormonal acne. Every foundation or concealer i've tried breaks up on my skin other than the elf hydrating one- yet I have extremely dark eye circles I need to cover and it just doesn't do enough. I also really enjoy mascara, I love length and curl- but mascaras always come off my eyelashes onto my skin. 

Any recommendations for:

-Concealer

-Mascara
