For the 17-year-old, I would definitely recommend something from the Fenty beauty line, I am 16 and me and my friends are all obsessed with it. Maybe a lipstick/gloss or a highlighter depends on your budget. I have a 13-year-old sister and I just bought her the tarte back to school brush set. She is just getting into makeup and everyone needs to start off with a good brush set in my opinion. Plus you get all the brushes you need for a fairly affordable price. If not, go with a basic eyeshadow palette. Maybe the one of the Sephphora brand holiday ones, or even get her a mascara or lip sampler kit. As for the 23-year-old I would also recommend picking up something fenty beauty, or go for the Glamglow holiday set. They are amazing masks and I never see them so cheap. 🙂

Obviously times have changed since I was 13 (God...that was 20 years ago) but while I didn't wear a lot of makeup at that point I didn't leave the house without mascara.  At 17 I was wearing a lot of the trendier stuff, especially with lip and eye color.  By 26 I was focusing a lot more on skin care.

All that being said...a gift card is never the wrong move.  Or, depending on budget, a makeover in store with a set limit on purchases.  That way they are learning how to apply, what they like and are getting some really good recommendations.

Depending on your budget, the Sephora favourites are a great way to a bunch of different products. Alternatively, any of the UD naked palettes, or Too Faced eye shadow palettes would be great too.
