Silicone or water

Hi! I have dry to normal skin, everyone keeps saying different things. Do I use water based products or silicone products? I genuinely need help.

I have severely dry skin and have found the water based products work best for me, but some silicone based products may work to. I use the nars light reflecting advanced skin care foundation works best for dry skin.
