Foundation Matte For Dry Skin??

So I have extremely dry skin, partly because I live in literal hell on earth, formally known as Arizona. One of the issues with having really dry skin on most areas of my face, is that most foundations correlated with having dry skin are usually a 'dewy finish', I don't like this finish on my skin, I find it to look like I'm sweating all the time, and I'm currently using the water based face and body foundation by makeup for ever, I got this in February, when I told the girl at Sephora that I have dry skin, she scanned my face, and got me that one(this foundation is meant to give you a dewy finish, which like I said before, I hate the look of for me). I don't particularly like this foundation, considering it doesn't give any coverage, it gets very patchy, and I just all around do not like it. I was wondering if anyone knows of a foundation that's medium to full coverage, under 50 dollars, Matte, and would not make my dry skin look or feel more dry? I know it's a lot, but I figure a girl could try. Thank you for reading, please reply if you know of one or two. P.S. Extra credit for anyone that can also give me a recommendation for a good primer!!

I would recommend prepping your skin before hand so find a moisturizer before hand then use Remarcable by Marc Jacobs (I know you said under 50 dollars but I'm also broke but I made the investment and I love it!). It's matte and it doesn't leave my skin patchy or itchy since I also have dry skin and foundations that weren't compatible with my skin would do this. Also, a little bit goes a long way I really recommend this investment.

BECCA foundation and a good primer would be the hangover primer by too faced or FAB primer
