water vs silicone based product

I know to look for the -cone ending for silicone products and that if they are listed towards the top its considered silicone based even if water is the first ingredient but what if the product has water listed as first ingredient and then silicone based ingredients towards the bottom?

 

have been trying to find an under eye concealer for dark circles. I typically use Trish McEvoy instant eye lift and then use Trish McEvoy eye brightener pencil for the inner corners but have noticed sometimes they cake when applied. I don't use any foundation.

 

Any suggestions for similar products that won't cake? And would the Trish McEvoy instant eye lift and eye brightener pencil be considered water or silicone? Thanks!

I’ve been wondering the same thing. It would be really helpful if products could start listing if they are water-based or silicone-based on the boxes now that it is more widely known to not mix two different bases when it comes to foundation/concealer/primer.
