Water based foundation but silicone base concealer??? And or if water based primer ahhhh

I am having a terrible time I know you have to be careful to not use a silicone primer with water based foundation. I was still having separation issues even though I was using water based products. However, Tarte shape tape concealer is silicone based. I think?? This is so hard it's hard to even tell water plus dimethicone but still water based etc etc. How do you deal with this I just want a decent foundation and primer that works with my shape tape. I always have horrible separation on my cheeks and foundation won't ever stay on my nose??
