Setting powder vs Baking powder?

I know that I am late to the party but can y'all fill me in on the difference between setting powders and baking powders as products themselves? And, how to use them under the eye. I've heard that baking is not for folks over 30, but I've been loving so many things lately that are supposedly for the tween crowd that I am wanting to try it, and--in general--going outside of my very no makeup makeup look.
