Luminizer before Foundation?

Hello, I remember a few years ago, people were mixing luminizers with their foundation to obtain that dewy look. However, I was wondering if anyone has tried a luminizer (like Fenty’s body lava)on their face under their foundation... did it give the dewy effect?

@caramelMONEY I have tried luminizers under foundation, mixed in foundation and on top of foundation.  They all give a dewy effect.  The only thing that changes is the intensity.
