Foundation Separates on Face

HELP!! I very rarely use makeup, which is mostly because of this issue.

 

Whenever I use foundation or concealer, it separates on my face. Almost looks like it highlights every hair on my face, but looks kind of flakey. I have dry skin, but my skin never flakes, and I take my skincare very seriously. I have quite an even, blemish free face, but get red easily and dark circles and I would like to cover that up.

 

Any advice on how to fix this issue? It happens with different brands and formulations too. I also have had issues finding a good shade match, even in store so that does not help.
