Hi, @taradawsontd !  Neither.  It's emollient based.  The first ingredient listed is C15-19 Alkane, which is a lightweight, synthetic emollient and solvent, often used as a natural alternative to silicones or mineral oils, providing a smooth, soft, and velvety finish to foundations and other products.
